现将中国全球基金项目国家协调委员会艾滋病、结核病和疟疾患者或感染者类别组代表选举的报名表及相关资料发送给你们，请仔细阅读并认真填写。这些资料包括：
1.感染者类别选举人报名表；
2.感染者类别候选人报名表；
3.艾滋病、结核病和疟疾患者或感染者类别组代表选举核心方案（暂行），包括选举工作时间的初步安排；
4.中国全球基金项目国家协调委员会工作章程。
本次选举的报名截止时间为2007年2月25日24时。请将填写完整的报名表通过以下方式发出：

艾滋病、结核病和疟疾患者或感染者类别组代表选举核心方案
（暂行）
全球抗击艾滋病、结核病和疟疾基金是一个由各国政府及相关组织机构共同支持的、旨在全球范围内推动抗击这三类疾病行动的资助机构。按照全球基金的要求，每一个接受资助的国家必须设立国家协调委员会（英文简称CCM），该委员会负责全球基金项目计划的审议、批准和协调，并对项目的执行进行监督和指导。
根据中国全球基金项目国家协调委员会（即中国CCM）章程，CCM成员中设 1 名中国艾滋病/结核病/疟疾患者或感染者类别组代表，2名列席代表。
依据全球基金秘书处的建议，中国CCM必须在2007年4月1日前选举出新的艾滋病/结核病/疟疾患者或感染者代表参加CCM的工作。三类疾病的感染者代表的选举过程要公开、透明、充分参与和有记录，以确保选出的代表有充分的代表性。
1． CCM成员的责任、权利和条件
（1）CCM 成员的责任：
1)遵守CCM 章程，参加CCM 会议和活动，遵守并执行CCM 决议；
2)就CCM 会上即将讨论的内容征求组内成员意见，并在CCM 会议上代表其类别组观点；
3)就CCM 的活动和全球基金的项目管理提出意见和建议；
4)向CCM 提供相关信息和资料，并及时向感染者反馈相关信息。
（2）CCM 成员的权利：
1)提名、投票和被推选权；
2)参加CCM 组织的活动；
3)参与CCM 讨论，并提出建议的权利。
（3）CCM感染者代表和列席代表应具备的条件：
1)中华人民共和国公民；
2)本人是艾滋病/结核病/疟疾患者或感染者，并代表广大患者和感染者的利益，深入了解患者和感染者的需求，而且能够为患者和感染者服务；
3)在中国从事艾滋病、结核病和疟疾防控的工作，有一定工作经验和工作条件；
4)参加CCM 的活动，拥护CCM章程中所列的成员权利和义务。
2．CCM代表产生办法
1)感染者类别自己推选本类别CCM 成员。在感染者类别认同的选举程序基础上，代表应通过公开透明、有记录的程序从本类别中产生。
2)以7大区域为基础，兼顾城市和农村及不同的感染者小组进行选举。每个区域推选一名候选人。(7大区域的划分说明参见附件)；
3)选举进程的相关信息将定期在指定网站上公布；并设定专门的电子信箱，开展讨论并收集相关意见和建议；
4)当感染者类别代表对推选过程或结果存在分歧时，CCM 主席和副主席将指定一个特别工作组进行调查，并向CCM 主席和副主席提交建议报告。
5)感染者类别CCM 成员代表其类别组观点，而并不是代表其所属组织或个人。
6)CCM 成员任期为2 年。
3．选举工作时间的初步安排：
1)2007年1月30日：发布选举通知、选举人和候选人报名表，以及选举核心方案（暂行）；
2)2007年1月30至2007年2月25日：选举人和候选人报名登记；在指定网站上定期公布选举人和候选人的报名情况；
3)2007年2月26日至2月28日：确认报名表，公布确认的选举人号码和候选人名单，并按区域划分将候选人的名单发送给各自区域的选举人；
4)2007年3月1日至2日：问题解答；
5)2007年3月3日至2006年3月18日：选举人投票选举产生各自区域的代表一名；
6)2007年3月19日至3月22日：选票统计、确认并公布区域代表的名单；
7)2007年3月23日至27日：问题解答；
8)2007年3月28日至29日：区域代表选举会议（选出CCM一名代表和两名列席代表）；
9)2007年3月30日：将选举结果提交CCM。
附件：7大区域的划分说明
1.东北（3）：辽宁、吉林、黑龙江
2.华北（5）：北京、天津、河北、内蒙古、山西
3.华东（5）：上海、江苏、浙江、安徽、山东
4.华南（4）：广东、广西、海南、福建

The Core Election Plan for the People living with HIV/AIDS, TB and/or Malaria Sector’s representative to the China Global Fund CCM
（Provisional）
The Global Fund to Fight AIDS, TB and Malaria is a sponsoring agency supported by international governments and related organizations, with intention to facilitate the fights against the 3 diseases. In accordance with the requirements of the Global Fund, each grantee country should establish its own Country Coordination Mechanism (CCM), to review, approve and coordinated applications to the Global Fund, and to monitor and guide the implementation of projects.
In accordance with China CCM Terms of Reference, there is a representative of people living with HIV/AIDS, TB and/or Malaria and 2 alternates.
The Global Fund Secretariat suggested China CCM to elect a new representative of people living with HIV/AIDS, TB and/or Malaria before April 1, 2007. The election should be based on a documented, transparent process and developed within the sector to ensure the representative elected to be represented.
1．Responsibilities, privileges and eligibility of the CCM Member:
1)Responsibilities of the CCM Member:
(1)Respect the Terms of Reference of the CCM; Participate in CCM meetings and activities; Respect and implement CCM decisions;
(2)Consult with their sector groups on issues discussed at CCM meeting an present the views of their sector group at CCM meetings;
(3)Provide comments and suggestions on CCM activities and managements of the Global Fund projects;
(4)Provide relevant information and material to the CCM and its sector groups.
2)Privileges of the CCM member:
(1)The right of nominate, vote (for voting members), and be elected for posts in the CCM;
(2)Participation in the activities organized by the CCM;
(3)The right to participate in CCM discussions and provide suggestions to the CCM.
3)Eligibility of the sector’s representative and alternates:
(1)Chinese citizen;
(2)Positive people of HIV/AIDS, TB and/or Malaria, representing the interests of positive people,, with deep understanding of its sector groups’ demands and willing to serve for its sector group;
(3)Involved in the fights against HIV/AIDS, TB and Malaria in China, and obtained relevant working experience and with working conditions;
(4)Participated in CCM activities and uphold the privileges and responsibilities.
2．CCM Sector Group Member Selection/Election Process:
1)The sector group must choose its own CCM member. On the basis of election process consensus, CCM members should be selected/elected by their own sector based on a documented, transparent process, developed within the sector.
2)On the basis of 7 regions，which includes urban and rural areas and different modes of infection, one candidate will be selected/elected per region. (See description of the regions attached);
3)The related information on the election will be updated regularly on the designated websites. An email box will be set up to discuss and collect comments and suggestions;
4)In the event of a dispute over rightful sector group representative, the CCM chair and vice-chair will appoint an ad hoc working group to investigate and make a report with recommendations to the CCM chair and vice chair;
5)Sector group CCM member represent the views and opinions of their sector group, and not those of their own organizations;
6)Sector group CCM member will serve for a period of 2 years.
3. Proposed election timetable:
1)Send out the election notice, registration for voting and being a candidate and
the core election plan(provisional) through various channels: January 30, 2007
2)Registration and announce the registration progress at the designated websites on regularly basis： January 30, 2007 – February 25, 2007
3)Verify registration, announce the eligible voters and candidates and send the
eligible candidates’ list to eligible voters on the basis of the regions: February 26 - 28, 2007
4)Questions and answers： March 1 - 2, 2007
5)Eligible voters vote to have one representative from each region respectively:
March 3 - 18, 2007
6)Vote counting, verification and announcement of the regional representatives:
March 19 to 22, 2007
7)Questions and answers： March 23 - 27, 2007
8)Final election meeting by the regional representatives (to have one
representative and two alternates to China Global Fund CCM): March 28 - 29,
2007；
9)Submit the election results to CCM: March 30, 2007
