Call for Nomination:  Alternate Board Member

Communities Living with HIV, TB and affected by Malaria

to the Global Fund to Fight AIDS, TB and Malaria (GFATM)

___________________________________________________________________

     This is to inform you of current Alternate Board of Directors position of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).  The Alternate selected serves one year term as an Alternate, followed by an additional one year term as a Board member.  It means that we will only select one Alternate with the expectation that they progress to the Board member position in the 2nd year of their 2-year mandate.

     We are soliciting for Alternate/Board Member for the Global Fund Board delegation of the Communities Living with HIV, TB and affected by Malaria. We are also soliciting nominations for 3 vacant position of delegate member. If interested in delegation member please see other Call for Nomination – Delegation Member document.

     CLOSING DATE for all nominations is 7th February 2006 (see Section 4 below)
    Notification of selection will occur by 31 March 2006. It is expected that the Alternate will attend preparation and Board meetings scheduled on April 23 – 29, 2006 in Geneva.

 Please state clearly what position you are responding to

 Terms of Reference (ToR): ALTERNATE/BOARD MEMBER 

     The role of a Board member is that of a volunteer - there is no payment for participating.  Travel and per diem costs are covered by the GFATM. Previous Alternate and Board members have found that the position can demand up to 50% of their working time. The Board meets two - three times a year, with committee meetings and other meetings in between.


 
(A)  Board Functions

 1.      Set policies and strategies for the Fund, in line with the agreed Purpose, Principles and Scope.
2.      Set operational guidelines, work plans and budgets for the Secretariat and Technical Policy and Programme Support.
3.      Make funding decisions.
4.      Set criteria for membership of, and appoint, Technical Review Panel and Technical Policy and Programme Support Group(s).
5.      Establish a framework for monitoring and periodic independent evaluation of performance and financial accountability of activities supported by the Fund.
6.      Coordinate with outside agencies.
7.      Advocate for the Fund, and mobilize resources.
8.      Select and appoint a Chairperson and a Deputy Chairperson for the Board.
9.      Participate on committees and working groups of the Board.

 
(B)  Mandate and working methods

 ·        Participate fully in all meetings of the Board (study all relevant documents in order to provide input in the decision-making process);
·        Participate in teleconferences and other virtual means of communications among Communities delegation, NGO delegations, other Board members, communities, NGOs, networks and  others;
·        Advocate for the participation of people living with HIV, TB and from communities affected by malaria in the design, implementation and evaluation of all policies and programmes at all levels of the Fund;
·        Provide input into equitable and appropriate allocation of resources;
·        Maintain a focus on the needs of people living with HIV, TB and affected by malaria
·        Seek input from the people living with HIV, TB and affected by malaria on key issues related to relevant documents;
·        Consult with and report to the broader communities affected by HIV, TB and malaria before and after Board meetings;
·        Appoint people living with HIV, TB and from communities affected by malaria advisors.

 
(C)  Qualifications and criteria for selection

 Based on Board functions, the selection of the Alternate, Board member will take the following criteria into consideration:

 ·        Ability to voice the needs of people living with HIV, TB and affected by malaria.
·        Actively involved with communities of people living with HIV, TB and malaria.
·        Possess an understanding of the scope of work of the Global Fund and opportunities it presents;
·        Ability to strengthen the Board’s understanding of people living with HIV, TB and from communities affected by malaria in developing countries to achieve greater and more effective Global Fund impact at the community level;
·        Experience and ability to assume responsibility to carry out the tasks as described in the role of the Board;
·        Represent issues related to involvement  of people living with HIV, TB and from communities affected by malaria;
·        Expertise of living with HIV;
·        Minimum 3 years experience in  working directly with people living with HIV, TB and/or malaria;
·        Ability and capacity to communicate and network effectively and broadly (must have functioning communications linkages such as telephone, fax, computer and email);
·        Ability to represent and promote the Fund publicly, as a Board member representing the NGO community;
·        Ability to act within a team setting;
·        Be gender sensitive; 
·        Possess diplomatic and strategic political skills (working within a 22 member Board), including capacity to think and work strategically;
·        Ability to work in written and spoken English (additional languages are greatly desired)*;
·        Linkage to an organization that can facilitate communication and liaison and provide consultation and support;
·        Assurance from employer regarding availability of up to 25% of working time for Global Fund related duties, if employed.

 * Documentation is generally provided in English (large volume), and group discussions will be in English. 
    Consideration will be made in regards to geographical and gender balance, expertise with all 3 diseases (malaria, TB, HIV), experience with gender, children and youth and marginalized communities (IDU, sex workers, men who have sex with men, prisons, refugees, etc) within the delegation. Support from previous officials of the Communities Delegation who have served for two years is essential. Yet, previous officials (alternate, board and CFP) of the delegation are requested to have a break from serving as an official for a period of two years.


 
(D)  Length of term

 The length of terms for the newly selected Alternate/Board Member is for 2 years (one year as Alternate and one year as Board member)      
                                                                                         

(E)  Cessation of Appointment

 The Alternate/ Board Member will cease to be a Member if:

 ·          He/she resigns
·          He/she no longer has an employer who is supportive of the time commitment required or he/she no longer has strong links to the organizations that secured his/her nomination and/or selection to the Board;
·          He/she is unable to perform the agreed upon tasks;
·          He/she is unable to work with the other NGO Board Members as part of a team;
·          He/she discloses confidential information of the board or delegation; and
·          If a conflict of interest is declared. 

 
(F)  Application Process – Read carefully

 Nominated individuals to the Global Fund Board need to prepare and submit a 4 page application (only the first 4 pages in the application will be considered) that covers the following:

 ·          Name, contact details, age, organizational affiliation, communities served, position applied for;
·          Short Curriculum Vitae (CV) outlining experience; (maximum 2 pages)
·          Short Narrative outlining your understanding of the Fund and vision for its future, your community linkages in terms of relevant experience particularly in developing countries and especially related to the needs of people living with HIV, TB and affected by malaria, and the most significant capabilities you would bring to the Board that address the specified criteria. (maximum 2 pages)

 Attached to the 4-page application will be:
·          2 letters of reference from relevant organizations other than your own (1 page per reference only);
·          1 letter of reference from your own organization, or closest affiliated organization, agreeing to the additional travel and workload (1 page only).

 The reference letters must be signed and on letterhead. Note that only the 3 references requested will be utilized, additional letters will not be considered. Verification of living with HIV could be requested.
